Sir,
I am directed by Secretary Sir Edward Grey to enclose a copy of a note from the Swiss Minister in London concerning the detention of telegrams between Messrs. Biedermann & Cie of Saigon and Hanoi and Mr. J. H. Trachsler of Berne. Assuming that the telegrams referred to have been detained by the Cable Censor at Hong Kong or Singapore, I am to request, if Mr. Bonar Law sees no objection, that enquiries may be made of the Governments concerned, if possible by telegraph, as to the reasons for the detention of this correspondence. The Swiss house of Biedermann does not appear on the General Black List nor are its branches in the East on the Statutory List.
Trachsler of Berne is not on the General Black List either.
